To ensure the safety of all users, including hikers, bikers, horse riders, and vehicle drivers, I understand that driving on Conservancy property is a privilege that could be revoked if any driver of a permitted vehicle violates any of the designated rules, including those listed below.

I understand and agree to all the following terms as a condition of being permitted to drive on Conservancy property roads:

• Each vehicle operator is required to show his/her driver’s license to Conservancy staff upon request.
• Each vehicle permit holder is subject to losing his/her road permit for the negligent actions of any person driving
  the permitted vehicle. Anyone driving a permitted vehicle must have their own Permit. Each vehicle operator
  is subject to the Conservancy revoking their Permit for negligent actions while driving on Conservancy
  property.
• The maximum speed limit on interior roads is 25 miles per hour. Certain areas may require lower speeds to
  ensure public safety, and drivers must comply with all posted speed limits and traffic control signage.
• Drivers must reduce vehicle speed as necessary to ensure safety and minimize dust impacts when:
  • Passing hikers, bicyclists, equestrians, tour vehicles, open-air vehicles, pedestrians, work crews,
    or other vehicles;
  • Driving through Middle Ranch, El Rancho Escondido, Two Harbors, and other inhabited or developed
    areas; and
  • Traveling on dirt roads or in conditions where reduced visibility, dust, wildlife, road conditions,
    or traffic warrant additional caution.
• Drivers shall operate their vehicles in a manner that avoids creating excessive dust and shall exercise courtesy
  and caution when approaching or passing other roadway users.
• Drivers must always drive with caution to ensure their safety and the safety of passengers and others using the roadways. Interior roads are narrow and driving on dirt roads reduces traction, especially on curves and when changing directions. Drivers must stay in the right lane.
• Each driver is responsible for maintaining the permitted vehicle in safe conditions.
• Vehicles coming uphill have the right of way. Drivers must reduce speed, pullover, and STOP when approached
  by oncoming uphill vehicles. Drivers must always yield to buses.
• All passengers must wear factory-installed seat belts.
• Operators of large passenger vehicles and trucks must have proper training and DMV licenses.
• Drivers must be familiar with the weight limits of the permitted vehicle, avoid overloading the vehicle, and reduce
  speed and gear down on steep roads to avoid brake failure, sliding or overturning.
• Driving under the influence of alcohol or driving while intoxicated is prohibited.
• Drivers are obligated to report any observations of driver or vehicle negligence to the Conservancy as soon as possible and to report accidents to the Conservancy Ranger immediately so an incident report can be taken.

Vehicle insurance must provide at least $250,000/$500,000 bodily injury (per person/per accident) and $100,000 property damage coverage.

An active Conservancy membership at the Friend level or higher is required.

Islander Memberships at the discounted rate do not qualify. Contact the Membership Department at 310-510-2595 for questions.

The senior discount applies to applicants age 60 and older. Proof of age (valid government-issued ID) is required at the time of application.

Applications are processed Monday through Friday during business hours only. Daily permit requests must be submitted to [email protected] at least 24 hours in advance.

Only traditional street-legal passenger cars and pickup trucks with a valid Conservancy-issued annual or daily permit may operate on Conservancy roads. Off-highway vehicles, ATVs, UTVs, dirt bikes, golf carts, and other nonstreet-legal vehicles are prohibited unless expressly authorized by the Conservancy.

To obtain a bike permit, you must first become a Conservancy member. Once your membership is active, you may pick up a free bike pass at the Trailhead Visitor Center in Avalon or the Visitor Center in Two Harbors. The pass must be attached to the front of your bicycle and remain visible while on Conservancy property.

Before each ride into the interior, you must book a reservation through the reservation system. This system helps us manage bike trail use and enhances safety for all riders.

Only traditional bicycles and Class 1, Class 2, and Class 3 electric bicycles are permitted on Conservancy property. Bicycles without pedals, e-motos, electric motorcycles, electric dirt bikes, and modified electric bicycles that exceed Class 1-3 specifications are prohibited.

The Conservancy reserves the right to inspect any bicycle or electric bicycle to verify compliance with permit requirements. Operation of a prohibited or modified bicycle may result in removal from Conservancy property and suspension or revocation of permit privileges.
